Conclusion
1.      Why
is placement of your dimensions so important?
In order to prevent a messy diagram of the object in question. For example intersecting lines, repeated dimensions are a hassle to look over.

Why do designers need to fully dimension a part?
In order for other designers to not assume or not know the length of certain parts.
3.     
What does it mean when a sketch is over dimensioned?
Over dimensioned sketching is when proportions are not constrained therefore causing deformity in the drawing.
